This Month in History: Twenty-five years ago, President Clinton signs the Bankruptcy Reform Act of 1994. The law is the most comprehensive change to bankruptcy laws since the 1978 Act. The amendment expanded the availability of chapter 13 to debtors with higher debts and provided a process to fast track small business chapter 11 cases. The law also created the National Bankruptcy Review Commission, appointed to study bankruptcy reform.
