Congratulations to M. Regina Thomas (Gina), Clerk of the United States Bankruptcy Court, Northern District of Georgia, recipient of the Ralph H. Kelley Outstanding Achievement Award. This distinction is awarded by the NCBC Board of Governors to a member of the NCBC who best exemplifies outstanding achievement in the spirit and manner exemplified by Judge Ralph H. Kelley.
Gina has contributed to the NCBC and the bankruptcy community in many significant ways. She served as a Member of the Board of Governors (2012-2013), NCBC President-Elect (2013-2015), President (2015-2018), and Past President (2018-2020). In these roles, she provided outstanding leadership to our organization, including a significant refresh of our by-laws—a project which she spearheaded. Gina was responsible for developing the NCBC's Annual Member Appreciation Week, which has been ongoing since 2013. Recognizing a lack of training in various areas within the judiciary, Gina embarked on identifying specific areas and found a great need for human resources training for the courts. Gina organized national HR Forums in 2017 and 2019 and a joint EDR Conference with the FCCA in 2018. Her guidance was instrumental in navigating the many details for planning and organizing those much-needed and wildly successful events.
Gina has also served on several national committees, including the Budget and Finance Advisory Council (BFAC) as Chair, the Bankruptcy Clerks Advisory Group (BCAG), and the Bankruptcy Best Practices Technology Sub-group. Gina can always be counted on to champion the causes of the NCBC. Her influence and impact among her colleagues have been far-reaching, and she represents the bankruptcy community well. As a philanthropist, in 2017, she led the charge to assist judiciary employee victims in the aftermath of Hurricane Harvey and Hurricane Maria.
The Ralph H. Kelley Outstanding Achievement Award has only been presented five times in the past. Those recipients were: Brenda Argoe in 2005; Wayne Wolfe in 2007; Richard Heltzel in 2010; Glen Palman in 2011; and Barry Lander in 2014.
